Executive Summary:
The Ministry of Labour and Social Protection in the process of transforming the National Safety Net Programme (NSPS) has come up with a more responsive program that effectively and efficiently meets the needs of the poor and vulnerable Kenyans including harmonization and targeting of beneficiary households.
The strategy for the Enhanced Single Registry (ESR) will help strengthen the linkages with other social protection stakeholders and programmes. The strategy facilitates the creation of the of a social policy tool that will become an integral part of enhanced systems for the delivery of the social protection to the poor and vulnerable.
The strategy for the Enhanced Single Registry (ESR) provides an overall objectives of the Enhanced Single Registry (ESR), the functions the Enhanced Single Registry will perform, the target groups which include overall poor as per the data from 2015/2016 Kenya Integrated Household Budget Survey (KIHBS), ESR Clients, the Social Registry modules including data collection, data sharing and access control and management and consolidation of the data collected. It also gives a brief of the Questionnaire/Harmonized Targeting Tool and its importance, the growth plan in the ESR, the principles for prioritizing counties and localities, how to populate the ESR through data collection, guiding principles for collecting data including data updating considerations, and arrangements for implementation which include institutional roles and responsibilities, and capacity strengthening requirements.
